Our client seeks a Group Chief Compliance Officer to join their team.
 
Role Profile:
Taking on risk in the expectation of reward is a fundamental part of the business.  The Risk Strategy is to implement and embed a proportionate and commercially attuned risk management framework in all of the businesses in the Group.
 
The framework enables the Board and Senior Management to address adverse risks and develop business opportunities as they arise; and helps to facilitate the achievement of the strategic objectives in the 5-year Business Plan without taking on risk in excess of the stated Risk Appetite.
 
The Chief Compliance Officer is a strategic role of considerable influence, a member of the Executive, and is at the heart of the Risk Strategy and governance operations because effective governance is fundamental to how the Group is directed and controlled.  This includes the Group's strategy and decision making, how it achieves its aims, and ensuring that all activities undertaken comply with legal, ethical and regulatory requirements.
 
Key Responsibilities:
Regulatory Responsibilities
  • Interpreting regulation and legislation ensuring that the business complies with legal, ethical and regulatory requirements in the jurisdictions of operation.
  • Embedding a regulatory risk mitigation programme that protects the Group from regulatory sanction, financial and reputational loss.
  • Monitoring changes in relevant legislation and the regulatory environment and taking action accordingly to ensure timely implementation.
  • Overseeing the day-to-day interpretation and embedding of the regulatory risk framework in the Group.
  • Providing an effective risk-based Compliance Assurance Review programme.
  • Managing the annual review process for relevant Risk Policies with the relevant stakeholders.
Financial Crime Preventions
  • Proactively support the embedding of effective Anti-money Laundering, Terrorist Financing and Fraud procedures throughout the business.
  • Ensure effective training is provided to staff worldwide in accordance with Isle of Man legislation.
  • Make formal reports to law enforcement agencies and review and comply with any resulting production, restraint or confiscation orders issued by the Isle of Man courts.
Supporting the Executive Committee and Board
  • Provide advice to the Executive Committee and the Boards on emerging regulatory risks and resulting action taken to mitigate those risks
  • Provide challenge, where necessary, to other members of the Executive when discussing future strategy that may have an impact on the Group's regulatory compliance, relationship with regulators and the fair treatment of customers
Strategic projects
  • Provide regulatory support for key strategic projects.
  • Implementation and embedding in areas of own responsibility.
Relationship with Regulators
  • Engage actively with Regulators with a view to maintaining a positive and cordial relationship.
  • Exert influence where regulatory change may impact on the Group's business.
Team and Culture
  • Responsibility for a team of up to 8 direct reports.
  • Responsibility for agreeing clear objectives which reflect and support the delivery of the business plan.
  • Responsibility for the identification and implementation of a personal development plan of training needs.
  • Proactively monitor and manage own performance through regular reviews / appraisals with Line Manager.
  • Personally, support the Group Chief Risk Officer to implement the Risk Target Operating Model.
  • Flexibility and support other members of the team as required - lives and breathes, believes in and supports team culture, displays behaviours and values.
  • Demonstrate an understanding of the company's core values.
  • Demonstrate a full understanding of the fair treatment of customers and be risk aware.  
  • Effective leadership including, delegating, managing upwards, delivering core objectives as well as mentoring and mentor and develop team to reach potential.
 
Key Skills and Experience:
  • In depth knowledge of the duties and responsibilities of a Chief Compliance Officer in the international life assurance sector.
  • Must have held a senior compliance role for at least five years.
  • Broad commercial experience with experience in the financial services sector, particularly the life and investment sectors.
  • Experience of operating in a multijurisdictional environment.
  • Experience of working in a business going through continuous upgrading, change and growth.
  • Understanding of market knowledge and regulations/legislation within industry, ideally from the life and investment sectors.
  • Track record of strong leadership and is committed to mentoring and developing the team.
  • Must have sufficient experience to represent Group with regulators, government and trade body committees.

  • Organisational - meticulous attention to detail, organisational and time management skills and a genuine interest in business. Excellent computing, compliance, team working and written/verbal communication skills are also important.
  • Independence - the ability to conduct the role independently and with integrity and to exercise professional judgement.
