Our client seeks a Compliance Executive to join their team
 
Role Profile:  To undertake AML/CFT supervisory inspections to member Practices registered under the Designated Business (Registration and Oversight) Act 2015, reporting on their compliance with the rules and regulations of the Isle of Man.   To provide support to the and oversee internal operational compliance.
 
Key Responsibilities
Framework Development
  • Design, implement, and oversee a comprehensive compliance program and internal controls in order to meet requirements of the Deed of Authorisation with the FSA
  • Maintain and continually improve the AML/CFT supervisory framework to ensure it remains risk-based, proportionate, and aligned with regulatory expectations.
Policies and Procedures
  • Maintain an up to date and working knowledge of the Island's AML/CFT regulatory framework.
  • Lead the drafting, maintenance and delivery of the AML/CFT Supervisory Inspection Program, including all supporting documentation and related reports, in order to meet the requirements of the Deed of Authorisation with the FSA and any other relevant agreements.
  • Draft, maintain and update internal policies and procedures to ensure the business operates to best practice standards.
Supervisory approach
  • Ensure compliance with statutory objectives
  • Align the interests of stakeholders.
  • Manage the administrative requirements relating to the scheduling and the delivery of AML/CFT Supervisory Inspections.
  • Maintain a high-level understanding of each Practice's status, nature of services and client base to support the risk-based supervisory approach.
  • Establish and maintain effective regulatory and support relationship with the MLROs of each Practice; maintain and implement effective communication channels with this group.
  • Provide oversight and quality review of evidence and written reports prepared for sanction or enforcement purposes.
Training & Culture
  • Promote a strong culture of compliance through education and training for all member Practices.
  • Oversee the design and content of the AML/CFT training programme, ensuring alignment with emerging risks, inspection themes and best practice.
Education
  • Co-ordinate the annual Masterclass
  • Co-ordinate and host quarterly coffee hours
  • Organise and roll out online training for Members , including but not limited to AML/CFT training and Data Security training.
Council Support
  • Serve as an advisor on emerging "hot topics" and regulatory shifts affecting the legal profession.
  • Provide input into discussions to ensure decisions align with current regulatory expectations.
  • Lead the drafting of formal responses to government and regulatory consultations.
  • Perform "horizon scanning" to identify and brief the business on upcoming legislative changes or AML/CFT trends that may impact the Isle of Man.
  • Prepare the annual AML/CFT supervisory report and other reporting as required.
Operational Compliance (Internal)
  • Oversee internal processes to ensure they meet high standards of efficiency and regulatory compliance.
  • Maintain and develop an internal compliance framework for the operations.
  • Develop and implement internal policies and procedures to ensure best practice.
  • Act as the Data Protection Officer (or Data Protection Lead), ensuring compliance with the Isle of Man GDPR and liaising with the Information Commissioner as required.
Accounts Rules
  • Lead the periodic review, updating and drafting of the Accounts Rules.
  • Carry out consultation exercises with Practices.
  • Produce supporting guidance and support implementation activities.
Admin and Support
  • Take calls / emails from the AML/CFT Helpline and provide support to the Members.
  • Maintain an advisory log to identify key themes for the profession.
  • Draft the Compliance content for the bi- weekly email.
  • Training and supervision of junior members of staff if required.
  • Drafting of procedures as and when required.
  • General office administrative duties including assisting and covering when team members are on leave etc.

Essential Skills
  • Strong leadership, communication, and decision-making skills.
  • Deep understanding of relevant laws, regulations, and industry standards
  • Proficiency in risk assessment, control implementation, and policy development.
  • Ability to influence business practices and build a positive, ethical environment internally/externally
