Our client seeks a Senior Manager - Portfolio Supervision to join their team.
Role Profile: Oversee the effective and efficient supervision of groups and individual regulated and registered entities for which the area is responsible. The effective and efficient management of the licence application process and the process for assessing individuals proposed to act in controlled functions. Ensuring all relevant firms and individuals regulatory requirements as set out in the Financial Services Act 2008 and associated rulebook, the Designated Business (Registration and Oversight) Act 2015, the Supervisory Methodology Framework, the AML/CFT Code and handbook and other relevant legislation.
Key Responsibilities:
- Manage and lead the team to ensure effective and efficient supervision of groups and individual regulated/registered entities for which the area is responsible, from application/registration and ongoing throughout the life cycle of the regulated activity.
- Working with the Head of Portfolio Division, prepare and co-ordinate effective delivery of the policies and procedures and the Division's supervisory programme in line with the Supervisory Methodology Framework.
- In consultation with the Head of Portfolio Division implement a detailed Industry Outreach programme of events, aligned to the policies and Supervisory programme, and drive the completion of the programme.
- Oversee the execution of the Supervisory Methodology Framework and work with other Senior Managers to ensure a consistent approach across the business, identifying potential process improvements when appropriate.
- In consultation with the Head of Portfolio Division establish a full suite of Data analysis reports and oversee the division's monitoring, review and analysis of this reporting to drive the correct regulatory focus for the Portfolio Division.
- Maintain and enhance the overarching Sectoral Risk Ratings (excl AML/CFT Risk) relevant to the portfolio of licence holders, in consultation with the Division's Senior Management Team.
- Oversee, advise and assist the officers of the Division to draft formal papers and documents, and seek approval from the Head of Division, for all matters referred to the Board and Committees, Governance Panels, Application and Review Meetings and matters to be approved under Delegated Authority. Ensuring all matters are presented in a balanced and proportionate manner and includes all available, relevant and fact-based information required to support and enable an effective decision-making process.
- Lead or otherwise participate in business meetings with prospective applicants, regulated entities and individuals, including those proposed for or holding controlled function roles, ensuring that the contents of meetings are accurately recorded and, where necessary, resulting action points and remediation are followed up to completion.
- Oversee the handling of returns, breaches, complaints and errors by regulated entities ensuring matters are logged and risk rated and, where appropriate, reported to the Head of Portfolio Supervision and manage remedial action to address in a timely manner.
- Develop and maintain effective relationships with other regulatory agencies, relevant industry bodies and government agencies, including delivering and participating in industry forums, presentations and other relevant engagements as an ambassador for the business
- Deal with public enquiries (including complaints against regulated entities) in a courteous and constructive manner.
- Ensure all matters considered material to the discharge of the Division's duties and responsibilities are raised with the Head of Division in a timely manner.
- Review and contribute to proposed new, and changes in existing, legislation and supervisory policy.
- Provide effective leadership and business management within the business including managing and developing staff effectively and ensuring efficient use of resources.
- As a member of the Senior Management Team, additional responsibilities include:
- Contribute actively to strategy setting, risk horizon scanning and to a positive culture.
- Embrace and support a risk based approach across the business, including ongoing triage of work efforts and resources to achieve completion of highest priorities.
- Be a change agent: actively support and adopt changes business wide and in the Division, in the continued drive for improvements and automation.
- Volunteer/take on additional projects/tasks to support the Head of Portfolio Supervision and carry out any other duties as required.
- Collaborate with staff across the business to achieve efficient and effective implementation of strategic priorities and divisional work plans.
- Lead by example to ensure enhancement of a high performance, inclusive and diverse culture.
- Support the rollout of a more focused and comprehensive performance management approach, including holding staff accountable for set targets, utilising performance improvement plans where appropriate, actively implementing and overseeing staff development and training plans.
- Suggest and implement the wider use of metrics/divisional plans to provide improved quantitative KPIs to manage the Division / enterprise wide to support reporting to the Head of Portfolio Supervision and other internal and external stakeholders.
Key Skills and Responsibilities:
Essential
- Hold a relevant professional qualification.
- Evidence of Continual Professional Development.
- Extensive relevant industry experience in an operational, compliance, assurance, risk or audit role.
- Proven experience in a leadership/management role.
- Extensive working knowledge of Financial Services sector and associated legislation, regulation and guidance including understanding of the broader finance industry including trends and developments.
- Strong people management, coaching and leadership skills including the ability to manage through people to deliver objectives.
- Proven ability to build and maintain working relationships with stakeholders at all levels including the ability to influence and negotiate.
- Strong analytical skills, ability to quickly and accurately assimilate information, to consider any associated risks and to summarise the information effectively.
- Ability to work under pressure, manage/oversee individual and team workloads of varied complexity, to manage competing priorities and to deliver against deadlines.
- Ability to prepare, lead and conduct meetings with senior stakeholders both internally and externally including dealing with difficult/contentious issues and having the ability to challenge on these. Demonstrates highly effective interpersonal, verbal and written communication skills.
- Ability to work on their own initiative as well as part of a team.
- Subject matter expertise in relation to risk and risk frameworks, including the ability to identify, evaluate, rate, manage and mitigate risks and the ongoing monitoring and review of risks.
- Ability to demonstrate strategic thinking.
